Data will then be anonymysed and sent to a Government Data Warehouse. Copies of the data will be placed in a Data Mine for Development studies and future policy modelling. Using the Alerting, Modelling and Real Time Audit (AMART) methodology, the team will promote the use of this e-Gif compliant online management service with central government, health authorities and local authority participants. Tariffs and income stream will be subject to review by a Real Time Government Participants Advisory Committee (RTAC) which after Release may become an Inter-Departmental Transaction Agency. Activity reports will be distributed to users' computers as performance data daily or in real-time on hierarchically structured graphically rich public service process mimic diagrams. The team will construct an e-Gif compliant graphics package to support. A few mouse clicks will display current performance, text definitions and graphs of recent performance, which unfold from summary global top-level report to low-level detail including memo text commentaries. As the data collected increases a data-mining interface will aid in producing customised audit and statistical reports for evidence based policy modelling. Alerting is the vital aspect of this project. Within a few days of a new data series being registered unexpectedly expensive or potentially dangerous statistical conditions will be detected by comparing with standards from Service Delivery Agreements. Alerts are escalated through chains of responsible managers if not properly dealt with. The team aim to achieve 20,000 reports per day after three years with about 10% coming from Central Government. Conferences and training will be set up where necessary to attract data from some 10% of Local Authorities and Strategic Health Authorities. The RTAC will approve selected Public Authorities for real-time audit. The team will document and formally specify the system to enable tendering for full roll out across the Public Service in 2006. For the period of ISB funding the Real Time Study Group will grant free software licenses. We are keen to encourage use overseas where corruption prevents development. This leads us to conclude that 52% of Managed Expenditure is potentially wasted and available for saving by our Project. Productivity in Police, NHS and Railtrack sub-contractors, for example. Shirking is too widely tolerated. The Real Time Government Pilot Project provides, for the first time, the tools for proper ethical control, innovation and performance related reward to match or exceed SME (250 employees or less) productivity. By bringing Camden Council's Housing Repair costs into line with Islington's for one year savings of all the costs of this project would result. Proper use of the savings and increased effectiveness our methods provide could enable shorter working weeks and restitution of proper pension provision across the Public Service. The team claim full compliance with paragraph 15 of the Local Authority guidelines and paragraphs 7-11 of the ISB Guidelines.
